2022 ushered the close of our three-year strategic plan, comprised of seven strategic areas with numerous achievements in each:

We safeguarded the longevity and fostered growth of the industry.

Advanced asphalt as the pavement of choice in partnership with the State Asphalt Pavement Associations (SAPAs) and the Asphalt Institute together as the Asphalt Pavement Alliance (APA), which drew strength from NAPA’s leadership

Engaged in webinars, case studies, speaking engagements, exhibitions, and outreach, along with social media advertising aimed at pavement type selection decision makers that drove 44,000 visitors to DriveAsphalt.org over 2 years

SAPAs continued to support the Pavement Economics Committee with $1 million in contributions over this period.

We advanced quality and innovation.

Successful growth of performance-based approaches to specifications (Balanced Mix Design)

Developed The Road Forward and greenhouse gas inventory

Refined Environmental Product Declarations (EPDs) for asphalt mixtures and Emerald Eco-Label

Led NCAT to establish The Consortium for Asphalt Pavement Research and Implementation (CAPRI), chaired by NAPA’s Dr. Richard Willis

Secured cooperative agreement with FAA as part of the Airport Asphalt Pavement Technology Program (AAPTP) to advance asphalt pavement airfields technology

We successfully advocated on behalf of the industry to grow transportation infrastructure investment.

Passed Infrastructure Investment and Jobs Act (IIJA or BIL)

Protected the industry with essential status during COVID

Gained a crucial exemption from Buy American

Grew investment in pavements through FHWA’s AID-PT program, FAA’s AAPTP, and carbon reduction funding opportunities

Ensured environmentally friendly asphalt pavements were included in the administration’s eligibility and guidance for federally funded projects

We supported environmental health and safety excellence.

Secured the Safety Contingency Fund 

Developed COVID protocols and guidance

Grew Watch For Us participation (five new partners) and awareness (more than a half million impressions during National Work Zone Awareness Week over three years)

Advanced mental health awareness

Obtained meaningful regulatory relief and exemptions for the industry while providing regulatory compliance assistance

Provided states and members support for zoning and permitting challenges

We strengthened resources and provided support for workforce needs.

Evaluated perceptions of our industry and opportunities to influence perceptions

Raised the profile of the industry by highlighting career opportunities and paths (e.g., hosting FFA event at World of Asphalt and Career Pathways website)

Focused on the workers—the face of the industry—in establishing the Acott/Wilson scholarship for students in trade and apprenticeship programs and strongly supporting Women of Asphalt

We increased member involvement.

Through a more focused and robust membership focus including deployment of a new Association Management System (AMS)

Increased member engagement through a governance overhaul that streamlined NAPA’s Board and established a national Advisory Council partitioned by regions

Increased NAPA’s representation in Western states such as Wyoming and Nevada

Increased member engagement opportunities during COVID with our first virtual Midyear and Annual Meetings and regular Member Briefings

Increased participation in NAPA’s meetings and the World of Asphalt (2022 was record-breaking)

Rebuilt our communications team with a focus on strategic communications, efficiencies, and cost savings with our vendors

Presented a complete financial picture for the organization

Modernized NAPA’s offices, technical capabilities, and accounting systems

Implemented an organization-wide employee performance review process

Successfully updated bylaws for more streamlined governance

Bolstered by these achievements, along with a new governance structure and a newly engaged membership, we embarked on defining our new strategic plan (2023-2025). This new strategic plan defines three Pillars of Success: Leadership, Stewardship, and Membership. More information on the Key Initiatives associated with each pillar, shown below, will be shared with members in 2023.

in collaboration with other organizations, and grow investment in asphalt pavement-related research and implementation.

Advocate for and achieve fair, competitive, and science-based legislation and policies (regulations, rulemakings, and national standards and specifications) impacting asphalt pavement companies.

Be the trusted organization with expertise in the national issues impacting the asphalt pavement industry, identify opportunities for the industry and members working alongside decision makers and stakeholders, and provide support for state issues.

Champion the advantages of asphalt pavements through the lenses of engineering, economic, environmental, and social benefits.

Shepherd the industry’s commitment to net zero carbon emissions pavement through deployment of The Road Forward plan and administration of the Emerald Eco-Label Environmental Product Declarations (EPD) program.

Demonstrate value and excellence by recognizing high-quality pavements, outstanding operational and sustainable practices, and contributions of NAPA members and individuals to the industry.

Engage and grow membership by clearly articulating NAPA’s value and efforts through effective branding and communications and furthering the engagement goals of the national Advisory Council, represented by regions.

Facilitate member
advancement, through strong collaboration, especially with State Asphalt Pavement Associations, and knowledge sharing by convening the industry.

Improve and streamline association governance and operations including a refined, focused committee structure and a sustainable dues structure.

Inspired by the nostalgic Otto the Auto cartoon logo, Chairman Jim Mitchell unveiled a modernized I💚Asphalt logo while delivering his introductory address in January.

With new and innovative ideas taking shape, like The Road Forward, he wanted to communicate that the values long-time members had always expected from NAPA were as much a part of the organization’s outlook as greenhouse gases. You can even sport your pride in asphalt with merch from the I💚Asphalt store!

MEDIA HIGHLIGHT STRATEGIC PARTNERSHIPS NAPA’s unique service to and representation of the asphalt pavement industry were featured in a new book published in January, Reimagining industry Growth: Strategic Partnership Strategies in an Era of Uncertainty by Dan Varroney of Potomac Core Consulting, and later celebrated during a launch party. In the author’s case study of NAPA, he said, “Helping the industry achieve meaningful outcomes to protect its workers, it continues to deliver upon its sustainability and safety commitments”

hybrid event held in Pretoria, South Africa.
